Brian O’Toole has been the risk manager of ABAG PLAN, a self-insurance pool for cities and counties in the SF Bay Area.  More recently, he became a master composter and frequent speaker and writer on organic recycling and soil fertility.  The Zero Waste Network is a grass-roots organization with a mission to promote organic recycling, environmental justice and conversion technologies.  Most of what Zero Waste Network does is help people and organizations with their organic recycling, but within that, Zero Waste Network works on environmental justice issues and hopes to become more involved with conversion technologies.
