Mr. MacLaggan is Senior Vice President of Project Development for Poseidon Resources Corporation.  In this capacity, he is responsible for development of a large-scale seawater desalination projects located in Carlsbad, California.  He has over 25 years of public agency and private sector experience in water resources planning and development, including 12 years at the San Diego County Water Authority. Mr. MacLaggan’s specific experience includes desalination, water recycling, water quality, water treatment, legislative and regulatory policy, water rights and environmental law. 

Mr. MacLaggan holds a B.S. in Civil Engineering from San Diego State University and a Juris Doctorate from the University of San Diego School of Law.  He is a registered civil engineer and a member of the California State Bar.
